this MIGHT be a sign of a scammer trying to run out the clock on your purchase; there is a time limit for filing disputes with ebay. if the seller has a good feedback rating, then he might just be someone who does not ship very often.

if your living just here in the united states it will take like 5days to 7days, if its international shipment it will take 15days or more
Look at the listing and check under shipping. If it says it takes 15 days to ship the item out then you should have looked at the time they allow to ship out before purchasing it, you can’t say anything IF it is mentioned there because upon purchase, that’s what you were agreeing to. If it says it should arrive within 15 days then just wait that time plus a few more days. Then if you don’t receive it you can file a dispute on it.
